Our Mission
Family Child Care Association of San Francisco (FCCASF): ensures that all children in family child care benefit from providers who have access to whatever support they need in their work as caregivers and early educators: Individual technical assistance, support, and referrals; Citywide and neighborhood meetings; Substitute Reimbursement for Professional and Leadership development; Health Benefits Assistance; Peer Networks support.
FCCASF helps shape policy, programs, and training. It ensures that the role of family child care in serving young children and working parents is fully considered in local and statewide policy planning. FCCASF is a resource for children’s services agencies and training institutions who serve children, families and family child care providers.

President
Pyrena HUI has become a family child care educator in San Francisco since 2015. She has a BA degree in Business and Professional Communication and a AA degree in Tourism and Hospitality Management. Back to her earliest experience in ECE, she provided after school programs in a community center and group guided tours for kindergarten to middle school students in a Hong Kong Arts Village for four years before moving to San Francisco.
She has completed 24 ECE units in city college sf. She likes organizing peer support events, connecting the family child care educators and sharing the related news in social media. She speaks Cantonese, Mandarin and English.
Treasurer
Michele grew up in a home where politics and unions were part of the daily dinner conversation. She received her BA in Political Science from UCLA in 1964. After graduating she went off to see the world. She only got as far as Mexico City where she lived for 6 years. While there she taught English and completed the course work for a teaching degree in Spanish at the UNAM. After opening her program she received her certificate in Early Childhood Education from SFSU. Michele has been a member of the FCCASF since she opened her family child care home in 1977.
Over the years she has served as secretary, president and treasurer of the association. For many years she was her network’s leader. She represented the association as a member of the board of the California Family Child Care Association. After 33 years she retired and closed A Child’s Garden Preschool in 2010. Now that she has more time she advocates for providers at meetings and hearings.
Board Member
Ya Ling Liao and Jacky Chen have been family child care educators since 2005. Ya Ling has completed 29 CDEV/ECE units and Jacky has completed 32 CDEV/ECE units. In these years of service, they have helped to guide over 10 people to successfully becoming family child care providers. Within the time of the recent creation of OECE, Ya Ling and Jacky have worked with supervisors and the OECE main coordinator to successfully fight for a fair amount of funding for child care providers.
They want to be part of the board in order to continue to fight for child care providers against any unfairness that the government has against child care providers. They will use this board as a tool to fight for the rights of the child care providers and be like that of a union to back up child care providers against unfair treatment.
Board Member
Oscar Tang. BA Computer Science, Hong Kong University, Board Director Oscar is a graduate from the Chinese University of Hong Kong with a Bachelor Degree in computer science. Oscar is one of the few male early childhood educators and holds an associate teacher permit from the Commission of Teacher Credentialing. Oscar speaks Cantonese, Mandarin and English, and supports the association by providing translations, conducting workshops and assisting FCC educators with online marketing, including web site design, social media and the use of technology in family child care businesses. Oscar worked with children and families at Arriba Juntos, Wu Yee Children’s Services in the past and currently working in the San Francisco Human Service Agency.
Board Member
Vinson Chen is a Software Developer based in San Francisco, although his carreer is in a different field, Vinson’s family has operated a daycare in San Francisco for over 20 years. Vinson grew up with the family business and actively supports the family business to this day. Vinson is committed to supporting the community that he grew up in and actively advocates for better support from the partnering agencies that work with family child care providers.
Director
Dr. Patricia Sullivan has worked in the field of early care and education for more than 30 years. Her experience working with children and families includes directing center-based preschool, after school and summer camp before opening her own high-quality family childcare in 1992. Earning her masters and doctorate degrees, Dr. Sullivan also instructs pre-service teachers at CCSF and SF State.
Her field experience has allowed her to help students understand the challenges and potentials of the ECE workforce, to encourage critical thinking, inspire discovery, thoughtful reflection, and the value of equity. Dr. Sullivan also holds the family child care seat appointed to the Office of Early Care and Education citizens advisory committee where she contributes to ECE policy for the City and County of San Francisco, Family Child Care Association of San Francisco Board President and Co-Chair of ECESF.
